Angostura is actually 44.7% ABV, so it technically a booze, but since 1970 it has been exempt from UK duty—according to a press release from HM Revenue & Customs, this measure was introduced to help the economy of Trinidad, where it is made. HMRC now feel that that help is no longer needed.
